 A huge military force including a Mustang unit is deployed in Central City to head into the southern slums to contain Scar. While waiting for the train to depart, Sgt. Furious questions about the use of force against Ishvalan refugees. As Colonel Mustang verifies that their mission is only to capture Scar, Officer Falman reminds them that due to the recent incident of mercenaries against the refugees, the refugees may have trouble trusting the state military. Rick and Rio search for him under the orders of Scar's master, and upon returning to the tent, the Ishvalan Exile is nervous around Scar until he notices his tattoos. At the Southern Command building, Major Armstrong recognizes and identifies Kimblee, a former crimson alchemist. Ed and Al restrain Izumi, allowing Envy, disguised as Führer Bradley, to escape with the boy. Izumi tries to attack Armstrong with alchemy, but he, believing him to be the real Führer, rejects her attack. As Armstrong and Izumi continue to fight, the Elrics face Bida and Kimblee. When Ed recognizes the secret of Kimblee's alchemical powers, Lt. Col. Archer overhears their conversation.


Taking him to a small warehouse, Envy reveals the truth about his arm and leg to the boy and gives him red rocks to eat, explaining that homunculi must eat them to survive, and also learns of his alchemical powers thanks to Ed's arm. and the leg in his possession. The boy who is Wrath regains his memories of the gate. As he and Bido leave, Kimblee encounters Archer, who questions whether the Führer or the Basque Grand is to blame for him still being alive. Unbeknownst to Kimblee, Archer also mentions that he is able to absolve him of his past crimes and allow him to be reinstated into the military. When the Elrics find the defeated Armstrong, Izumi finds the boy and notices his bodily changes, while Archer discovers that the Führer is actually in Central Command and had no plans to travel south. Realizing that Izumi is gone, the Elrics decide to leave as well, knowing that it is more important to find her first since they will only be interrogated.


At the Curtis store, the Elrics ask Sig where Izumi went. While Sig refuses to answer, Winry tells the Elrics about Izuma's human transmutation, and they realize that she has gone to the place where she performed it: Yock Island. While with Wrath, Izumi remembers the day of the transmutation as he mentions to hurry up and kill him. The Elrics and Winry take a boat to the island, and as Envy watches, they arrive in time to save Izumi from choking to death. Izumi stops Ed from attacking and reveals that she created Wrath as a result of her dead son's failed human transmutation and placed him in the Gate while she was there. Wrath informs Ed about Envy, telling him that homunculi were born as a result of failed human transmutation. When Mustang's group arrives in the southern slums, much to Yoki's satisfaction, unknown to everyone present in the slums, Lust and Gluttony are nearby in disguise. Sloth travels to Yock Island.


Greed and his group also travel to Yock Island and are greeted by Envy, who warns him that it is too late to recruit Wrath. Greed confronts him and Envy suspects that he is hiding the skull that imprisoned him in Lab 5. Sloth arrives and deals with the chimeras and Kimblee. After Envy introduces laziness, Greed retreats with his group, not wanting to deal with two homunculi at once. Sloth then asks Envy where Wrath is, but Envy says that he already met him and that he should be with Edward by now. Sloth then reminds Envy of their plan to use Wrath as bait to bring the Elrics back to the Philosopher's Stone trail. Envy apologizes, but then gleefully states that Edward teamed up with Wrath just to see him suffer. Meanwhile, back on Yock Island, Wrath reveals that during the time he was in the gate, his body grew for some time. As the years passed, when Wrath claimed Ed's arm and leg for himself, he was able to break free. Wrath also reveals that he plans to become human by stealing the rest of Ed's body. Knowing that Ed is unwilling to fight, Al decides to fight Wrath in Ed's place, determined to get his brother's missing limbs back.
